I was wondering if anyone could make a resource pack with music discs 13 and cat with these songs.

Do you have those songs properly licensed for redistribution? If not, it would be quite illegal for someone to send you the pack as it would constitute unauthorized redistribution of a copyrighted work. Yes, this is the case even if you already own a copy of the songs in some other format due to the data changing hands across the internet.
It's really not that difficult to make an audio pack for yourself if you want. You really only need Audacity, which is freeware, and an archive manager capable of managing .zip files (Windows Explorer, WinRAR, 7-zip, etc.) There are plenty of tutorials for on how to do it available. Just look around Resource Pack Discussion.
And if you manage it, remember that you cannot put it on the internet without copyright problems Definitely not on this forum. We're pretty anal about that kind of thing here since we don't want the attention of RIAA lawyers.
