This is interesting... Never noticed this before. I assume no one else has either since partial transparency has always been a thing to avoid like the plague.
With custom models, now you can have translucent textures. Just like the water and stained glass blocks, or the glint layer. However, this (surprisingly) doesn't go for blocks. Perhaps for performance reasons?
The reason it don't work for blocks is because Mojang changed the rendering to put an end to xray packs. If a blocks not meant to be transparent, then it cant be made transparent.
