Is it possible in some way to make items, when in an item frame, appear the full block instead of half sized, kind of like when you put a used map on an item frame?
Yes you can. Unless they have removed it or I just made it up in my mind, you should be able to make them have a different model when they are in an item frame.
I have replaced textures for ice and ice_packed in my resource pack, but when ice is generated on water using Frost Walker enchantments on boots it is pulling a vanilla texture for the created ice. Not sure what is going wrong.

It's the frosted ice textures that I was missing! Older resource pack didn't have frosted ice textures. Thanks!

I am having an issue that I cannot for the life of me figure out. I have custom llama textures and they work just fine in 1.13 if I change the pack format number to 3, but when I change it to the 1.13 compatible number 4 the llama textures stop working. Everything else is fine except for the llamas and I dunno what the problem is. The Elytra item texture is back to default as well. If I could get some help that would be great!

For your question, yes you can do that, BUT it will require you to know about how to edit item tags. The tag you are wanting for your problem is the tag:
"damage"

I had replaced a few textures in that version (for Granite/Diorite/Andesite), but it's been a long time and I pretty much don't remember anything. I think there are some things that a total beginner would not know and which are not mentioned in your guide (probably things that you would say "oh, well of course, that's obvious"). I'm going to go through some of those things here, partly because some of them confuse me, and also because I want to help make the guide better for people who have literally never done anything with MC besides running the launcher on their desktop and playing the game.
In the base of your new pack, we have 3 items: the pack.png, the pack.mcmeta, and the /assets folder.
Where do these files/folders get put? I think this is in appdata/Roaming/.minecraft/resourcepacks, but if we assume I have no knowledge at all and need to be taught everything from scratch, I wouldn't know this (I also wouldn't know how to find this folder since appdata is hidden by default). I'm still not 100% sure, actually. Are they supposed to go directly in the resourcepacks folder or should they go in a subfolder I make (to keep it apart from other resource packs if I had any)?

If I decide I want to replace a texture in the game with a custom texture of my own, I'm pretty sure that the PNG file I create has to have a very specific name to be recognized as representing that block. How do we find out what the name is for the texture we want to make?
EDIT: You need to update the example for pack.mcmeta. I pretty much copied what was there and it comes up as being incompatible, for an older version. Pack_format is 4 for 1.13. Works now that I changed it.
I made every file that uses the enchanted_item_glint.png file 256x256 so that i could make the swords look like they are 3D but look like 16x16, this causes some problems: the edges go cRazY (see attachments) and even if i change the resolution of the glint file to be 512x512 it still uses the file like it would a 32x32 glint on a 16x16 item. It is just really weird, please help me.

1. I do plan on having a guide to "converting"(?) a pack to Bedrock.
2. You can not have Vanilla Minecraft add additional paintings. Mods are the only way to add additional paintings in the game. I don't know if there is a way to add more paintings in Bedrock, because I have not messed with scripts in Bedrock. But that is something I plan on doing & trying out at a later date.
