I'm making a texture pack with a couple different variants and I found out whilst messing around how to change the color your enchantments, golden apples, and potions. it's surprisingly awesome and now I have blue enchantments in my texture pack though I'm going to change it to red or something along those lines.
Won't change the color of the effect, only the pattern. Trust me, I've tried.

It's a default feature. The enchantment overlay animation is loaded from misc/glint.png, and by default only uses one dimension for animation, but you can use two. To change the animation and direction of the glows, I'd imagine it would take tons of trial and error to work out.
Ok, changing the color:
that is just a 1x1 (because it was easier and a large resolution isn't necessary) glint.png with a pure blue (#0000FF) color, and that is the result. Make the whole thing one color ther will be no animation, it will be a solid color overlay.
You can change the animation somewhat, and both the vertical and horizontal directions are taken in account (although the default texture only uses horizontal animation, because he rows of pixels are the same vertically). In my texture pack, I changed the animation, although I just started off with color noise and modified + tested it with a texture folder and F3+t until I got something I liked.

That's because glint.png is indexed. You need to convert the color mode of the image to RGB, which I doubt paint can do. Use paint.net, GIMP, or photoshop instead, and usually it is located under Color>Mode>RGB.

Here's where you get into the partially correct part. The color of the glint is multiplied by the default color, which is purple. The best you can really do is influence the color, not change it outright. In your example, you used blue which is very close to the default purple and so it works well. If you want to see an example of it not working, try changing it to green. Doing so will basically remove the visible enchantment effect altogether, or make it very downlplayed as it multiplies itself into nothingness.
You see this same effect when you're trying to do biome color for swamps using only the default files, btw.

OK, so, just for giggles I went back and edited my glint to be the strongest green modern computer technology is capable of producing. Here's the result:
Now granted, that's not a solid 1px green like in Lemon's example. There's light and dark areas because I do want to keep some animation on it. And yea, it gives the items a slight greenish tint. It's still dominantly blue though, which is unfortunate.

Well, when you said you "can't change the color, only the pattern", that sounds like you can't even influence the color.
If this is the case, can't you use a color that when multiplied with the default color, gives the desired result?
Still, even if you can't use a bright color that is close to the inverse of what is multiplied (in this case green) you can use other colors and it will have little to no effect on it.
Well, I'd say it looks boring as a solid color anyways. If you make it have an animation, it will distract you from the fact that you can't get the color you want, and the users of your TP won't care anyways
The animation will look fancier, too.
And at least we can change it in default, unlike things like fire and the nether portal.... despite the fact it's so complicated in its format that it is hard to predict the animation...

I think what happened there was I remembered my earliest experiments which didn't seem to do squat because I was using less vivid colors. Didn't remember that it does work, albeit not very well, until later on. Or I was tired. Or I'm an idiot.
If this is the case, can't you use a color that when multiplied with the default color, gives the desired result?
Still, even if you can't use a bright color that is close to the inverse of what is multiplied (in this case green) you can use other colors and it will have little to no effect on it.
Well, I'd say it looks boring as a solid color anyways. If you make it have an animation, it will distract you from the fact that you can't get the color you want, and the users of your TP won't care anyways
