As the title says, I want to know how to make one.
I can't find a tutorial to do so, and I figure that I should copy the
terrain.png on paper with edited blocks?
How do I make one, and if I'm correct on how I should, what resolution will it come as?

1) How to make one (How do I get the template?)
2) How to convert to computer? (I figure scan it)
3) What resolution it will come in?
4) Will it actually work?
I suggest you draw each tile on its own, and assemble them on the computer.

You will have to scan it, then crop and resize to the desired resolution, and then paste it into a template.

Whichever you choose to resize it to. I recommend that you use a higher resolution, such as 64x or higher, to keep your pencil or pen strokes from becoming blurry.
4) Will it actually work?
Yes, but I expect you will have to do a lot of editing on the computer afterwards to really make it tile nicely.
One trick that I have been using for my sharpie pack that might help you. I drew a grid with black sharpie and then I lay the paper that I am drawing the texture on over the grided paper. That way you have guidelines to help you tile and you can make the textures all approximately the same size.

Necropost. But to answer your question, here's one I made myself a couple days ago:
If the necroposter is still interested, I made one some time ago myself, because I planned on trying my hand at drawing textures, and still do eventually. I divided it into secdecdants (16x16) and noted the diagonals so I can have a perfect-diagonal guide for where to place my ruler when making diagonals.
In the spoiler. I made it large so it will print properly at whatever size I need.

3) Arrange the textures right
4) Publish
5) You're done =D
