I realize that a thread similar to this has already been posted, but I feel as though it was not thoroughly explained. I have been working on a texture pack for awhile now, and I would like to know how to convert it from 16x16 to the higher resolution of 32x32. I'm using GIMP 2.6, and have already attempted changing both the size of the image, and it only makes the image blurry. I would really like to know how to do this, and know that there are many experienced individuals on these forums. If someone could please clear this up for me, as well as many other people who are also wondering, we would all greatly appreciate it! :]

For doing a single tile in a resource pack you would scale it to 32 pixels.

For the GIMP:
Image -> Scale Image
Change the width and the height to 512.
Then select "None" in the Interpolation drop down at the bottom, this will prevent blurring.
For Photoshop:
Image -> Image Size
Change the width and the height to 512.
Then select "Nearest Neighbor" in the bottom drop down.
For Paint.net:
Image -> Resize
Change the width and the height to 512.
Select "Nearest Neighbor" in the Resampling drop down at the top.
For Paint
Don't use it.
It will mess up your texture because it doesn't support transparency.
Instead use one of the ones I mention above.
I have a texture pack as well. It is one of those Painterly Packs. I did the "terrain.png" editing, following your instructions, but what do I do for all the other image files?

i did as you said and did 512x512 and turned the thing to none on gimp 2.6 but it just gave me 4 REALLY big pixels. then i did the step "then select "None" in the Interpolation drop down at the bottom, this will prevent blurring.", and set the thing to 32x32 and it worked better that way.

Using the method The_Fool76 explained, no, textures do not look any different when they are resized to a larger resolution.
