I've been noticing a repitition of themes in texture packs: dark, simple, medieval, RPG, and cartoony...but that's it. What about others like Halloween, autumn, spring, summer, winter, metallic, many many kinds of untapped themes. I want to see grass of gold or orange with trees of brown and red, I want to walk through a winter wonderland one time just for kicks.
Yes, I know that there are texture packs like those out, but they're either outdated or overshadowed by Doku, Soartex Fanver, Sphax, and JohnSmith. I am not saying that there is nothing wrong with them, I just think it's about time to try other kinds of packs than Medieval or RPG.
There are so many other kinds of ways you can re-texture grass and leaves, why not try thinking outside of the box instead of staying on the worn and rutted path that many other people have taken. It doesn't hurt to try something new, something bold, you just need to take a minute to think, "Maybe people will like it."
I only say this because there is a distinct lack fo Autumn/Halloweeny packs that I want and I'm dying for one.

There are loads of tutorials out there that will help you get better if you follow them. I recommend reading the pinned threads in this very forum. If you look around you'll also find Minihilly's tutorial compendium. Don't have a link at the moment and am in too much of a hurry to find it, but it's not hard to come across.
Practice, experiment, and post what you have to get critiques. It may take a while, but you'll improve. Then, you can make whatever pack you so desire.

EDIT: AHA! I fond the image I was looking for. This demonstrates the point perfectly, I think. (Though the texture I used for "perfect" has since been improved upon)

Practice doesn't always make perfect. If I have a strong will and wanting to make texture packs, I could try doing it for the next 20 years. Sure, they'd be better as compared to the first time I tried, but they still wouldn't come out the same way they deserve to be put out without basic graphical skill.
Not everyone had the baseline talents you did when you begun to make texture packs.
As far as the OP's post goes:
It's not that know one has thought of them, it's just that people, now a days, don't support them. There some out there, maybe some of them up to date (1.6), but statistically, you probably stumble upon them unless you try very hard. Trends wax and wane.
The reason why there are so many dark, simple, medieval, RPG, and cartoony texture packs is that Minecraft itself is dark, simple, medieval, RPG, and cartoony. That´s why it fits best, that´s why most people chose one of these styles when they decide to make a texture pack and that´s why these themes are popular.
However, I think you could reduce your whole post to "please somebody make an autumn/Halloween themed texture pack so I can use it", but instead you try to convince others that there is a general lack of such texture packs. Seems a bit wrong to me.
And by the way, Halloween texture packs are actually pretty common, especially as alternative versions of regular texture packs (much more than Christmas versions), because they´re quite easy to make, Halloween is pretty popular in the western world and, well... Minecraft itself is pretty much Halloween, too.

The maker of Jolicraft has a nice Halloween themed TP. Nor is it particularly outdated as it's version is 1.5.

Well, like I said, most are out-of-date and if I want it now, I'd have to update it myself ;-; Not that I'm lazy, it's just seems like 1) too much of a hassle to find that one pack and 2) updating it when it's probably being updated right now.

I can probably help by finding some. What version are you looking for though?
I just learnt my way around GIMP by making a few hundred pieces of abstract using every available feature in the software. I keep the art to myself as they are ugly. After that, making textures was really easy.
GIMP is a picky program that doesn't like to do what it was designed to do ._. I use it, but it doesn't mean I like it.

I actually find GIMP to be pretty easy to use, but maybe that's because I've been using it for so long. It has a bit of a learning curve, like any program, but once you get to the point where you kind of know what you're doing, it's all really quite simple.
Maybe it's not that the program is difficult, it's just that you don't have enough practice with it.

But yeah, there's a lot of the 'Basic' themes all over the place, they each have their gems and their coals. But if you're looking for something different it's usually something you have to hunt for or build yourself.

Well, it's probably because a lot of people texture because they enjoy it. You can't really go on texturing something you don't enjoy, and people just happen to enjoy the themes we see a lot of.

Really considering making my own kinds of packs and being the first to at least give it a shot. I have many friends that texture so I could always go to them for advice. At worst, I could just do a remix pack which isn't bad, but it somewhere, right?
All I have to say is, all those cartoony texture packs suck. People need to stop making them. In the end, they're all exactly the same without a shred of unique individual style what so ever. Therefore, can all be pooled together as the same garbage in an old battered toy chest!
Also, All texture packs like Sphax should give up, because they're not Sphax!!

The Asphyxious CustomPack may be a texture pack you would be interested in.

First two look okay and I've used the use Frenden's. It's a nice pack that gives an altered view of Minecraft like you're in an actual cartoon.
