So whenever I put on a 64x or higher texture pack, the items in my hotbar look really weird. I could fix this by putting my GUI on the highest setting, but I prefer having it on normal. Here's what it looks like:

My 64x64 textures look fine on the hotbar, even when I set my resolution to 800x600.
I think your problem is the lines are too thin, when minecraft downsizes the images to render on the smaller hotbar in a lower resolution space, the downsizing is killing off your fine lines. I bet if you made all the textures borders 3 pixels thick the problem would go away.
Having said all that, if you have a 1080p monitor and they look like that in full 1080p, something is wrong with minecraft. Maybe you can provide us with a download for the pack so we can play with it?

It works fine for me. All I can say now, is reinstall minecraft by deleting the entire bin folder, and let minecraft patch it. That's all I've got! Hope I helped.

I deleted the whole .minecraft folder (with a backup of course :P) and it still happens. I don't know what to do guys

Have you sent a bug report to mojang? The more bug reports they get, the more likely it will get on there todo list. There's not really much else to do, seeing as you reinstalled minecraft, and it kept happening.
