Well, it doesn't ask for activation, only for a serial, which Adobe provides on that same page.
That article you linked talked about CS2 activation servers, not sure why, because from what is reported in the forums, it doesn't even look like the program has activation.
There's mixed reports about whether it's free or not. There's an adobe forum page with some commentary from Adobe staff denying that CS 2 is free along with others arguing at this point it might as well be free. Eh, you are better off getting the GIMP than a horribly outdated version of Photoshop.
Especially since the GIMP is actually free (CS2 is NOT free, you would still be pirating it even if no longer needs activation due to their servers for it being taken down.)

You wouldn't really be "better off". If you don't prefer gimp, then Paint.net is also an alternative. I don't really like gimp. I prefer to use Photoshop and Paintshop. But then, those both cost money, and not all people are willing to pay for the software.
