Manually tracking a mod central would be painful, though. I think the best solution would be to set up a web service that people can submit mods to, and they're placed into a nice database allowing for easy filtering and searching in various ways. Gnu32 already has a mod index, though it's automagically built from the Minecraft Mods forum. It has nice features like version filtering, though.
In fact, I personally think this would be the best solution for texture packs also, but whatever works.

Though there are things about the browsers at PMC I don't like. A more specific solution with more features would be nicer.

Planet Minecraft isn't that great, a lot of stuff that is uploaded there is from 3rd parties... Also I haven't seen a good external website that hosts peoples mods.
As has been said before in this thread, if we were to get a mod central, we would need someone who's respected in the mods section, not someone who's completely new or who barely ever goes there and isn't well known.

Blaziken, any idea how I can get my old packs back onto this list? One's still missing. I had no idea the old thread was going to be uprooted; not sure why the old text wasn't just copied over : / In any case, I am not sure where the resized images are for the pack, any clue if the old thread is still around anywhere, saved to your hard drive, or what?

I guess the original creator didn't feel like updating it anymore and, well, yeah, most of the packs were outdated.
This also looks quite a bit cleaner than the old version.
