Hello, I need to make a 16x16 texture pack, but all image editors i tried suck and I am not paying $100 for photoshop, and MSpaint does not handle transparency, so I need help.

Pretty much this, except Paint.NET isn't necessarily better(as it simply lacks a lot of GIMP and Photoshop's features, some of which are commonly used for HD textures), but has a simpler interface and doesn't lack any of the key features for pixel art.
Agreed. For the most part, if you can use GIMP, you've got it made. I personally use GIMP for all types of image editing - pixel art, texture pack work, photo creation and manipulation...yeah pretty much everything.
My experience is that Paint.NET is better for pixel by pixel work, and Gimp is better for working with HD Texture packs and filters.
