Here are a few tips that should help you make a great texture pack:
-------- 1. Get familiar with whatever program you are using (Gimp/Paint.net, or Photoshop if you have the money). Learn about the tools and resources it has. You don't have to read a whole manual, just watch one or two simple intro videos on Youtube.
2. Look at all of the tutorial threads in this forum. They are all very easy to follow and are usually pretty short. They will teach you how to pick good colors, create good shading, and stuff like that.
3. Have an idea for your pack. You don't need to outline what you want everything to be, but it helps to have a general idea of what you will be making. In short, just think of a theme and stick with it.
4. Once you have started your pack, take your time. This is very important. Lots of people create half-assed packs in a day or two. These packs clog up the forums and are never used by anyone. If you want people to like your pack, take your time with it.
4a. Don't do shortcuts. For example, it may be tempting to just add noise to a brown block and call that dirt, but this will look very ugly. Instead take the time to pick your colors carefully and add shading.
4b. Smooth packs may be fun to make, but people are sick of them, no matter how original you think yours is.
6. Present your pack professionally. You may have a great pack, but if you just shove a download and 3 screenshots in a thread, it may make people shy away because they will think you don't care about your pack and wont listen to their feedback or update it in the future. To prevent this, make your thread look nice and double check your grammar. If you can't think of anything for your thread, its OK to take a few ideas from other threads' OPs (Opening Posts).
7. Listen to feedback.

How do people get to realistic paintings even though the rest of the pack is 16x16? Do they expand the "art" file so it becomes bigger then 16? Or do they do some special trick with the paintings? (I am talking about if you coppy&paste a image from ex. google)
Well, usually people just rezize google images into the 16x version of the kz.png, but some do resize it. Either way works, you should just pick what you are most comfortable with.
Try a horrow/dark themed pack, we're lacking in those.
