I'm using OptiFine 1.13.1 HD U E3 pre7 since pre2 is no longer available on optifine.net, and the pack isn't working for me. The cap layers are working perfectly for both Villagers and Illagers, but there's no random gender and skin tone appearing for the former.

The stuff in the mcpatcher folder needs to be moved into the optifine folder.
Previous versions will not work with Optifine Pre5 and above, new version will not work with Pre4 or below.
As Ragger said, the contents of the mcpatcher folder need to be moved into the optifine folder. This will affect many resource packs that use OptiFine features. Easy fix if you have other packs that are not working.

I made some edits to the pack, if that's alright. I added female variants to the Illagers. Now if only they'd add custom sounds for random mobs!
As long as zebragrrl gets credit for the original, edits are fine! Terms of use are in the first post of this thread.
I like the purple lips! Fits the colors of the illagers well! The only change I would make is giving them skirts instead of pants.
I hadn't included female illagers in my updates since I felt the witch filled the female hostile mob role well enough. Also not sure if the witch would need a male counterpart, or what it would look like...
Oh! You're right about that! I'll do skirts for the spellcasting illagers, but I think I'll give the vindicator tall boots instead of a skirt. After all, you can't cleave a villager's skull with an axe if you're not in real combat gear!
As far as the male witch goes, I plan on doing a full redesign of the witch for my own personal pack but I'll see what I can do about a male witch that matches the design of the Stevian witch.

Do there happen to be any textures in the works for the upcoming Pillagers from the 1.14 update?
Not yet, since 1.14 is still in early snapshots. Vanilla villagers are getting costume redesigns to fit with different biomes, so there is also that to take into consideration. I probably won't mess with it until pre-releases are out.
Welp, after the impending (then canceled) closure of these forums, a cross-country relocation for me, and the release of 1.14... I'm back.
1.14's changes to villagers was very discouraging, as far as updating Stevian Villagers. Mojang removed full textures for each profession, and there is now only one base texture (face) for ALL villagers. So it seems Stevian Villagers for vanilla 1.14 is dead in the water. It might be possible using Optifine's random mobs to restore the variety of Stevian Villagers, but this would REQUIRE Optifine to work. Not everyone is keen on installing Optifine, especially since it is not yet compatible with Forge in 1.14.
So I'm at a loss as to what to do with Stevian Villagers at the moment. Input is welcome.

I didn't realise this, that is unfortunate. I suppose one alternative would be to use the face of the Farmer since it seems most neutral. Would it be possible to add different facial properties by including them in the profession textures?
