Good job man, hoping this gets finished. I think the mobs you've decided on are a good fit. Ghasts could be Reapers from the episode where rose meets her dad or Face of Boa, even though he's not a enemy. It'd be cool to get Ood in there somewhere as well. Good job though man.

So without actually looking into it I started working on a Dr. Who skin pack. But then I decided to see what others had done and.... here we are. So I suggest a joining of forces!
Love what you've done so far and I'm hoping to merge our efforts so here's an overlook of what I'm doing.
Things I'm making right now:
signs - look like call box sign
sonic screw driver - redstone torch
Daleks - zombie - replacing zombie groans with EXTERMINATE
Cybermen - creepers
Ood - pigmen
Things I'm planning on doing once I figure out the best way to do them:
Multiple doctor encarnation skin pack - including Matt Smith with fez! (I know there's lots of Doctor skins already so I figure I'll just compile 'em together with some instructions on installing the Doctor of your choice.)
Custom blocks for TARDIS construction
Dr. Who Theme record discs
Big silly ideas that may/may not work:
Charlotte mod could be made into an Ood and/or Doctor's companion mod
Portal mod could be used in conjunction with TARDIS doors to create the classic "bigger on the inside" effect.
Ultimate TARDIS scenario:
A special block repesenting the TARDIS is constructed by the user out of various parts. It can then be placed on the ground and entered.
When the user enters a TARDIS door they are transported into either a pre-generated or user created TARDIS interior in which the user can place a TARDIS engine.
The TARDIS engine will be another custom block which can be activaed to transport the user and their TARDIS into a randomly generated biome, or into a biome specified by a seed, which ideally would be entered in-game from the user's TARDIS.
And so you'd be able to actually take your TARDIS around to different worlds just like The Doctor!
Incidentally I'm usually not this talky. Oh and hello to all you lovely forum people, I'm that lurker you keep hearing in the woodwork of your threads.

I'd prefer never to do item edits. They're not fun in the end. Very annoying to make, and can be rather horrid with on little slip of a pixel. I've actually learned how to make somewhat decent pixel art from scratch- so here we go!
Perhaps not, but what about Creepers? Not a bad Dalek, in my opinion. Besides, the Creeper is one of the most feared creatures in Minecraft, and the Dalek is the most feared "creature" in Doctor Who. I'd say the correlation makes perfect sense.
Apparently I'm not familiar with Gallifrey (I saw the "old" series when I was a kid. Tom Baker! But I don't remember much about it. The "New" series is awesome though!), so I didn't know about the grass. Thanks for clearing that up.
Last, please fix the image tags to use SIMG, not IMG. I'd really appreciate it. Mouser X over and out.
I was going to suggest "Dalek=Creeper", but you had that covered. lol! The body shape is rather similar as well.

I can only agree with some of the other posters ( is that a word? XD)
The creepers should be the Daleks or maybe the skeletons, zombies should be cybermen, spiders the alien from Runaway Bride as you already said, Zombiepigmen could be the Ood, since they only attack if you attack them first, make the slimes like those fat-thingys in the 10th doctors third season, with donna noble, "Partners in Crime" you know with madame Foster and so on ^^
Just some random ideas! Still, love your texture pack and any other Doctor Who fan will love it,too I suppose!

The double sun I can do, But it'd either be less fancy for both suns, or the second very squished.
