Minecraft .Col Converter can convert your .col files to .txt or .csv and back again(csv only). It's simple and easy to use simple locate the files you want and convert them.
What is a .COL file: a .col file is a minecraft color plate file used for console and maybe soon windows 10 edition where it allows in a resource pack for environmental colors to be changed. If you have the ability to change these colors in your own resource pack / dlc you bought then this is the tool for you.
Why do I need to view/edit Color Plate File: You need to view it if your cursious about the colors of the dlc/custom resource pack you got for console edition and you need to edit it for just the fun of it. In your favorite resource pack why not make the sky purple in a specific biome such as the plains for example.
Where is the .COL file located: The .col file is located in the .pck file of the resolution of your texture pack. Use ravioli explorer to extract it. If you don't see directories contact me I have the plugin if the creator hasn't released it yet.
Where is the source: As always it's in the jar file use winrar to open and extract it
Please tell me any bugs. Please tell me if alphabetizing the entries causes a crash for you. As to how to pack them back into a .pck file I forget how you will have to look it up maybe try WWise? For extracting the .col file see FAQ

Console edition and maybe in the future windows 10 resource pack color plate file. If you intend on doing anything more then view convert it to .csv edit it then reconvert it back to a .col file. Or if you want a direct edit wait a few days for zdoctor's program which sole purpose is for direct editing. It's a bit more fancy.

The WIP program has all the converters you see except for animations. The animations is a bit tricky even though I thought I converted them xbox purposely leaves frames out or something because, they are not all there. Until I know what is going on with this the program has a delay
It turns out the animation converter was fine pc animation playing is completely broken though. I will send more dev screenshots for the new program here getting pretty close the the initial release of xboxtopcutil where you can convert to and from formats.

I am currently about to start writing the main program(rename files from and to) after I get my last couple conversion algorithms done. Basically with this utility you can convert a decompiled xbox resource pack that you bought to the java edition you supposedly have.
ah yes the program I was deving that I was forced to quit on since xbox one edition wasn't supported and they were constantly changing the binary file types as well. Windows 10 will work but, someone needs to make a zip decryptor for the premium files.

WIP windows 10 look but, if your a windows user in the future I plan on windows 7 look. Whatever os your own that's what the look should look like
