I strongly urge you to check this one out. Runs in browser, supports infinite layers, and lets you generate a /give code for your banner which hasn't been in any banner creation tools that I've seen so far.
I found out the inconsistency of the game working in different browsers is a larger problem than I thought so there is also a downloadable .exe version available at the bottom of the itch.io page. Please let me know if there are still any issues, or anything that could be added/changed to make it easier to use.

Version 6 now allows choosing which layer to edit/clearing specific layers! Refresh the page to recieve the update, or download the version 6 executable!
Just updated to version 7 which includes keyboard controls. Please let me know if the control choices are awkward or could be better! The most important thing is ease of use, which means for the people who are using the tool, not just whats easy to use for me.

Does Anyone No If You can Edit Banners Via Tetxure packs, for example the mojang symbol?
or does anyone have any rumors or news if mojang will let banners be "loadable" pictures or designed like itemframe maps?
Yes, you can edit banners via resource packs. I won't get into how to make resource packs on a whole because there are already tons of tutorials out there, but you can find the banner patterns in 14w30c.jar -> assets -> minecraft -> textures -> entity -> banner

also do you think mojang should add more block orientations?

Thank you very much! I'm happy to hear it is easy to use, I really want to make sure that the most amount of effort in creating a banner is in the creative process, not trying to work with the tool. I've added a poll to this thread which I hope will give me some insight as to what people think of the usability overall. If you vote low, it would be very helpful if you could explain what you don't like about the controls. Even if people disliking the controls are in the minority, if I know what those people want I can add alternate control options/schemes.

also do you think mojang should add more block orientations?
I know there is a way to increase the resolution of textures if thats what you mean. I tried looking it up but couldn't figure it out myself, sorry. If I find a better answer I'll private message you, as I would rather not keep posting off topic about resource packs.
