It's really coming together now. I'm past the foundation-building phase and starting to add actual blocks. New snapshot featuring a fully functional sorting system: PowerAdvantage API v0.0.7
All that's left on the phase 1 to-do list is to add fluid tanks and clean-up the textures (and add recipes). Then I'll publish the API and move on to phase 2: the Steam Advantage mod (using the PowerAdvantage API). Here's what's planned for Steam Advantage:
My mods: Base Metals, Power Advantage, Steam Advantage, Electric Advantage, Minecraft Mineralogy, Dr. Cyano's Lootable Bodies, Dr. Cyano's Wonderful Wands & Wizarding Robes
I have an idea for farming. You mentioned Hydroponics and I thought why not create a conveyor for that. The Farmer Conveyor can plant seeds and harvest crops, and if connected to other conveyors, can send the crops to storage. The FC would have a small internal storage for seeds, and require power. It would be placed 1 level below the ground and a water source would be placed on top of it. It would till the ground on either side (just 2 sides, opposite) and plant seeds (or potatoes, carrots, etc.). Once the crops are mature, it would harvest them. Several FC can be connected in a line to create a "hydroponics" farm. As long as one of the FC is getting power, all connected FC will be powered. But the more you have, the more power will be needed. Placing the FC under water allows easy access.
What do you think?

Interesting idea, although it is a little complicated. I was thinking more along the lines of a growth chamber (a type of machine used often in plant research to grow plants indoors). It would basically act like a chest with a small inventory that turns seeds into plants.
However, you do make a good point that a conveyor could plant seeds instead of dropping them on the grown is right next to tilled soil.

Biofuels are certainly in the long-term plan. It takes me a week (sometimes two) to add a single machine (because I only have a few hours per week to devote to Minecraft modding), which is why I've spent so much time making this an API so other people can add their own machines. I'm still working on the basic Drill -> Rock crusher -> Furnace combo.
This version now has recipes and works on a dedicated server. It also adds some new blocks and items (the above block is the Steel Frame block). It requires Base Metals v1.3.0 (also uploaded today) and is developed enough to be used as its own mod if you're interested in adding the item conveyors and fluid machines to your game.
As soon as I finish adding a few steam-powered machines, I will create a formal mod page.

Finally, I have completed version 1.0 for both Power Advantage API and Steam Advantage (a steam-powered mod using the Power Advantage API). You can get them here:
Now I just have to make a formal forum post for Power Advantage, since it is no longer WIP. I plan to also make a short tutorial, since you guys had so many good ideas and could probably make your own powered mods with Power Advantage.

The growth chamber looks interesting. Definitely unique. Would you make it a multiblock?

This looks intriguing! I'll wait for it to be more stable, as I've had some problems with NeoTech that have been messy.
keep up the work!
Had another idea for the growth chambers. You'd probably end up with excess seeds, so why not add a Biofuel Power Option?
