No, there will only be customization version. But there will be default settings.

Will there be configs to set which celestial hemisphere you're in, (I.e. If you want IRL Northern hemisphere or Southern Hemisphere constellations), or will it be set based of your Z-Level?

It will be set based on z coordinate. The z coordinate will indicate the lattitude, while x indicate the longitude.
+ There will be a config on spawnpoint, so you can control the position of spawn, as limiting it in Mid-Latitude region in Northern Hemisphere, etc.

I have a suggestion for the rockets. You could if you wanted to make it sort of like Kerbal Space Program where you start out with only a few things you can craft then you send that to space. Once your in space you can get science points and when you get back down to earth you can spend those points in a book or block with a interface similar to the oculus from Ars Magica 2. When you spend points you are able to craft more things to send to space where you can get more science points to spend and repeat the process. This is just a thought I had in my freetime you are in no way obligated to do any of this.

You should consider getting in contact with the folks making the TerraFirmaCraft mod. A mod based on adding some believablitiy and some realism to Minecraft. They have their biomes change depending on how far north/south you are, maybe you could figure out how to get this working seamlessly together. That would be amazing.
