So this is my second time posting about mod ideas and I have two of them, one of them being pretty obscure. My first idea is that there should be a mod that brings back old MC passive mob spawning, in which, mobs can be spawned just by putting a bunch of torches everywhere like it used to be like. My second idea is that there should be a mod that can disable any type of biome to not be generated within your world, and similarly, something that can disable a certain type of building from being spawned. Thank you for your time and cooperation.
Passive mobs still spawn as they did before Beta 1.8, it is just that the mob cap is only 10 and world generation spawns dozens of times the cap within a typical render distance and spawn chunks (upwards of a thousand mobs can be loaded at higher render distances, most of which will not be shown under the "E" number in F3 since only client-side entities within 80 blocks are shown) and they do not despawn (as they did back then, so farms weren't possible). However, I can see some good reasons for a mod to change this (for one, server-side performance at higher render/view distances can be greatly improved if passive mobs can only exist within 128 blocks of a player, unless tamed or otherwise made persistent if a player breeds them so they can be farmed - this is much like what Bedrock does) but I don't know of any.
As for biomes, there is Climate Control (including 1.7.10, which you list in the thread tags, and up to 1.12) which can easily do what you want and much more (for example, change the size of landmasses and oceans or the distribution of hot and cold biomes).
