Minecraft has a moon, and the moon has phases, but it doesn't have a huge influence on gameplay -- the phase of the moon controls spawning of slimes in swamps, and slightly increases difficulty, but that's about it.
This idea is to have a number of magic rituals, each of which can only be performed on a specific phase of the moon.
What those rituals are, well ... I have no idea
Some other luney ideas which might make things more interesting:
Certain mobs (hostile or passive) which only spawn on a certain phase of the moon, and despawn when the moon's phase changes.
Loot chests whose items depend on the moon phase.
Magical plants which are spawned in each night, with a different magical plant for each moon phase. These lunar plants despawn if they get a random block tick and it's the wrong moon phase.
Some type of magical ore -- or rather, 8 different variants. Each type of magical lunar ore drops stone instead of itself (even with silk touch) when mined on the wrong moon phase. Also, any of these ores, as blocks in the world, will replace themselves with stone, if given a block update when at least one side is exposed to air and it's the wrong phase of the moon. Whether these ores are fortunable, like diamond, emerald, lapis, and redstone, or require smelting, like iron and gold, is entirely up to whichever wonderful coder decides to write the mod ;).

So, who's interested in being a lunatic?
