I have an idea for a mod that would be built to be run in conjunction with downloaded worlds, which would be pre-made by a content creator, and the mod itself adding many things for MC that a normal MC wouldn't do, like waypoints, spawn locations, respawn timers, (real) village shops for potions, etc., a universal currency that is not an item, a quest and npc interaction implementation, as well as some sort of extendable class system (or maybe work with ars magica 2's api which is great).
This would allow for an entirely new era of Minecraft gaming, as well as a real MMORPG feel for larger servers.
You might try searching in the Mod Packs forum or ask there. Many of the above are implemented as separate mods. For instance REI Map (for 1.7.10) has the way points. You might not find everything you are looking for, but if your goal is to create an adventure map, I'd guess there is already a mod pack with that in mind.

Well what I meant by waypoints was set mobs spawn at XYZ, and can follow pathing waypoints to patrol specific areas of the map. If all of that stuff isn't implemented in a consolidated package to all work well together I don't think it will ever feel like a real RPG/MMORPG. It wouldn't have to be a base edit or anything, but it would be a huge mod. I currently have 187 mods installed at one and all of them together cant make it feel more like an MMORPG.
It would also rely heavily on player created maps too.
Ok, I see what you are saying. I've seen a few mods that are custom adventures, but they aren't designed to be modified. What you want is a mod that is like a toolkit of stuff for creating a custom adventure without having to do any coding. That does seem like a huge undertaking.

Well, I'm not saying it doesn't have to use any coding, but the mod itself would basically be a dependency to run the actual world, instead of another mod, and the world is built using the mod's items, blocks, and maybe a /spawn and /waypoint [npcname] command. Someone would make these maps, and then people could download this mod as if it were a dependency, so they can play someones custom created adventure (instead of a randomly generated empty world, the map maker would make dungeons etc.). The advantage being the mod would let there be things like quests or a castle patrolled by a set number of a set strength amount of mobs and such.
But I think I found something like it, its a mod pack + map that is somewhat like what I'm thinking.

it is an extremely powerful tool for building quests, npc factions, hostile mobs, and pretty much anything else you want to do with npcs.
