I'd be happy to help with this mod, but I'm also just a beginning modder. My big fears right now (aside from the angels themselves) are that I'm not a modeler at all, so creating a mob that looks like an angel could be really tough unless that mock-up is minecraft-ready. My other fear is that the angels might be a bit too difficult. In Doctor Who, The Doctor has had two run-ins with them thus far. He lost the first one, and his helpers just barely made it themselves. In the second one he just barely survived because artificial gravity cut out and all the angels were zapped out of existence. Let's face it, we players are not The Doctor, and even The Doctor would eventually lose if he had to face Weeping Angels every other day. So here are the limitations I'm thinking of:
1. Players only have to face one angel at a time, rarely two, but no more than that, and angels should be pretty rare to begin with.
2. Players take massive damage, but not instant death like a real angel (already mentioned, I know).
3. Angels can't fly, and can't jump more than three blocks high. This should allow for fairly easy traversal within caves, but will prevent angels from getting inside forts.
4. There'd better be some AWESOME reward for killing one.
Also, a couple people have mentioned it would be difficult to code for being able to see the angels. The EntityLiving file (from which the angel would eventually extend) has a public function called CanEntityBeSeen, so that problem would be a piece of cake to fix. Also, I'm not sure what you're hoping for with AI, but I believe the basic AI (see player, go to player, hurt player) is built into the EntityCreature file. Copying and pasting that into a new file with the clause that it can't move if any entity can see it should be possible.
EDIT: Question for everyone: why is it when you so much as blink the weeping angels move so quickly toward you, but when Amy Pond closes her eyes the angels freeze in place, and only start moving very slowly when it becomes clear she can't see?
how about when ones killed it drops a angel statue thats white not grey like the living angels,and if the statue is crafted with gold it becomes a golden statue
will there be a way to tame them? like giving them some apples?tamed ones could be like wolfs.
on "sucide mode" could they have a flaming sword that lights you on fire when your hit?
and could there be a craftible device that freezes angel like your looking at them? i know light stops them but this could stop them in darkness

I would be willing to beta test this mod as soon as its available. I remember having an idea similar to this a long while ago but using 2 vertical smoothstone blocks as the entity since it would blend in more and frankly I had doubt anyone would be good enough to make a proper weeping angel sprite, that is until now! Its a true work of art you have there for a concept mob and it gives me chills just by imagining it when mining about.
I also have an idea for a sonic screwdriver-like mod but I highly doubt it will see the light of day, that is unless we get a whole lot of whovians together on the forum here and collaborate on making these things happen.
Ah, we had that idea too, over in the Doctor who mod idea thread, although, your is more thought out, we are working on creating a sonic screwdriver before looking at mobs. Love the idea though, I couldn't think on how to make one even remotly balanced, but you seemed to find a point where you could live, although it isn't to much very likely lol. Though, with the new addition to the endermen, they should count as a substitute no?
and I know it might be a little more complicated for what I'm going to ask, but here's an idea that might work.
When you get caught by an angel, you are not sent to your usual spawn point, and spawn somewhere else in your world, along with a it being a different time of day.
so for example, say you decide to go into a cave during mid day, and about 10 minutes in, you see an angel. You see that your night is almost over on your watch and proceed to go home, but in term get caught by another angel. when you respawn, its sunset, and you are spawned randomly in a desert biome in your world.
I think that would play more along the lines of the angels, don't you think?

I'm not much of a coder or modder myself, but in any other way, Id be glad to give some assistance. testing and feed back I would gladly do.

And to answer that question, about the whole Amy's eye shut thing, is Angels freeze by instinct, which means (I guess) they freeze when they feel like they are being looked at, so if Amy acted as if she were able to see, it would trick the angles into freezing. I thinks that's why they were moving slower when we see them move, because they know she can't see, but they try to fight that instinct to freeze.
This is actully a very nice idea but like other people sed here, Weeping angels will look the same near enderman.
Except a few thing like, Enderman only attack when the player's cross is directly at the mob's eye.
Weeping angels are aggresive and attack imediatly when spotting a player.
But they kill pretty much the same.
Hope you expand this mod and give the weeping angels something enderman dont have.
every minecraft will look in the Angels Eyes
and will all DIE! (doctor who fan....)
