So, I just recently got a new laptop so I don't have to sit at my desk as often to work on stuff, and I wanted to work on my Modded Adventure map a bit so I decided to grab Forge. Now, I've tried reinstalling Java, I grabbed 3 fresh installers, reset my network adapter, turned off firewall. Nothing. Just this error

It's to the point I'm probably just gonna factory reset my laptop, but I really wanna know what the heck is happening before I do. any ideas?

Run AdwCleaner:

and jarfix:
https://johann.loefflmann.net/en/software/jarfix/index.html
Then start a clean version of 1.12.2 and close it in main menu
Download the Forge "installer"
http://files.minecraftforge.net/maven/net/minecraftforge/forge/index_1.12.2.html
and test it again
