I'm trying to download the pink lucky block. When I got that downloaded, downloaded Loot++ same as the forge. Did download the lucky block mod aswell. I was doing this in 1.7.10 Basically, I ran Minecraft 1.7.10 forge and then closed. The addons folder should appear because I have Loot++ installed; but instead, it did not create a folder and no matter what version I pick, the addons folder won't show up. (And yes I did put the Loot++ and lucky block 1.7.10 mods in the mods folder)
