I'm specifically looking for a quality Pokemon mod to add to Minecraft. I've tried just about everything and have given up on the mods that download through Twitch.
I don't want a guide on how to make Twitch work, I'd like safe alternatives please.
I recently bought Java edition and can give more information on that front if needed.

I don't think you need the twitch app or even an account to download mods from curseforge. I don't know though. Are you trying to get an individual mod or a modpack? I'm pretty sure that modpacks can't be downloaded without the twitch app and an account. A common mistake people make is that the default state of the page is "modpacks". You need to click the "mods" button to get regular mods.

I have tried both and neither have downloaded, I press the install button and nothing happens.
However, I will try downloading the mods from the pack individually.
You can't download the modpacks and not launch them through the twitch launcher. The only thing you can obtain is individual mods on curseforge.com, and as far as I know the install button on the website would install the modpack to your twitch app. Why don't you want to use twitch modding anyways? Its not malicious.
If you want to download mods, press the download button, not the install.
I don't want to use it due to the many problems with it for me and others and that Twitch runs in the background which slows my PC, besides it's not even downloading when I follow all the instructions so, I'd rather jump through less hoops for the few mods I want since I likely won't be using anything more than a possible Aether mod later down the line.
"Just found out the developers of Pixelmon purposefully made their mod incompatible with Technic. The latest versions literally just break the game by making the inventory not open if it realizes Technic is launching it."
I took a screenshot of this comment on the Pixelmon pack and do you know if this is still true? I can't find any information by search engine.

Download a Pixelmon Modpack on Curseforge:
https://www.curseforge.com/minecraft/modpacks/the-pixelmon-modpack
Then use the ATLauncher: https://atlauncher.com/downloads
Go to Instances - Add Curse pack
Navigate to the zip and add it
You also can try the Technic Launcher: https://www.technicpack.net/download
There you can search for Modpacks and search for Pixelmon or similar
I must reiterate that I don't want to use Twitch modding, Curseforge requires me to download through the Twitch app which isn't working.

Go directly to the CurseForge website to download mods. If you wait a bit, Overwolf will release the new CurseForge launcher.

Just use the Technic Launcher and search there for modpacks
Do you already have a minecraft forge profile installed to your launcher?
What launcher am I supposed to be using? And, no I don't have a Forge profile.
Will that create a save domain for the mods?

It already has a search-function for modpacks
Search for it - add it - play it - there you don't need to download mods one by one
It is already pre-configured
You also can search for a forge-modpack - then you can also add your own mods
The location is %appdata%/.technic
Does it have the mods here? I'd like all of these since I already know they're compatible.

Try it with another Launcher
Download the Pixelmon Modpack:

Use ATLauncher: https://atlauncher.com/downloads
Open it - go to "Instances" - on top left corner click on "Add Curse Pack"
Navigate to the Modpack and add it
Can't get the pack all at once on Curse without Twitch, I would have had to get them individually.
Technic seems to be working so far and I'm about to fire up my first game to see if the inventory thing is still true.
