3.Select client and download it to default location, you could move it but I've never had much success with it being redirected.
4.Let it download/install everything. once it's done check the launcher (if you have it open relaunch it and a forge profile should be there, if not create one and select the forge version that you just installed).
5.Put mods in the mods folder (search either for %appdata% if on windows (or the Mac/Linux equivalent) or go to the resource packs menu in the unmodded Minecraft and it will take you to the resource packs folder, then move out to .minecraft and see if a mods folder generated, if not create one called 'mods' no capitals or spaces and put any mods, libraries, or APIs into the folder).
6.Launch the game with the forge version and let it download the files for that version of the game from Mojang if it hasn't already and it should work, if there is conflicts with mods post a crash report (from the .minecraft folder not screenshot the window that says it failed as that doesn't give much information).

Did you make it so Java opens the Minecraft.exe or something? As Forge's Installer is just a jar file, sure Minecraft can be launched from a jar file too but I've never had an issue like this.
Did you uninstall Java and try again?
Hmm, there is a way to work around I think but while others on the forum would know I don't have that much a clue (out of my depth), I'd say ask in the more technical threads like Java Edition Support https://www.minecraftforum.net/forums/support/java-edition-support or look around for other websites that allow you to work out programs opening other programs (just make sure you have the right search/right website as many I've found like with below go for deleting and otherwise which isn't what your looking for).
If want to try something different and not mess around with stuff I'd say try a third party launcher like MultiMC instead as it's .minecraft and Forge install setup shouldn't have the same issues (hoping), while Twitch which uses the regular launcher isn't advised.
I am trying to install forge on Minecraft and as I click the .jar file for forge but it opens Minecraft

To install Forge you need to:
1.Get Java https://www.java.com/en/download/manual.jsp 32bit or 64bit, depends on how much RAM you have.
