I recommend you consider which modloader you want to develop for first, Forge or Fabric (Fabric is 1.14 and 1.15 snapshot supported, but Forge has obviously been around for years). Forge has everything you'll need but all in one place which is good but it is bloated and this can be a problem sometimes (more so for the player I find), Fabric is lightweight but you might (depending on what you need) to get used to libraries/mixins besides just Java.
I think MCreator exists for 1.14 now so if you aren't familiar with coding you could try that by using an interface to make blocks, textures, tile entities (like a chest or furnace) dimensions and more with pre-designed templates/making importing textures easier, but MCreator does use Forge not Fabric forever.
If you open to coding with Java and using an IDE (Integrated Development Environment like IntelliJ, Eclipse or Visual Studio Code) it's best to watch tutorial videos on Youtube or read documentation. Forge you may find a few by SilentChaos512, Harry Talks or McJty (general search: https://www.youtube.com/results?search_query=forge 1.14 modding tutorials) besides trying the Forge Forums to see what they have to say.
No problem. There is many recipe videos for datapacks, but for modding I'd say just learn recipe tutorials if possible. There is a few emerald tools/armour mods (for either Forge & Fabric) you could look to for how to go about recipes, stats and so on, maybe even source code on GitHub. I'd say ask around on Forge Forums or the Fabric Discord and see what they could suggest for adding recipes. Otherwise with MCreator just set it up, add armour and tools recipes, textures and stats then your good to go and just need to export it (test if first though to make sure they act how you wanted them to when creating them).
