I'm not much of a computer person so please explain your answer carefully.
Is it possible to have more then one mod folder for different Minecraft versions? I like to play the latest release with my friends, but I also play single player and most of the mods I like are stuck on 1.12.2 Like TangoTeck, schematica, biomes-o-plenty and a few others. But if you mix mods for different versions in the same folder they don't always play well together. So, can you have more than one mod folder and if so how does Minecraft know which one to pick.
Yes, you can have more than one Profile (and associate folders) for playing different versions of MC. In fact, it is desirable to keep different versions in separate folders to avoid conflicts.
The easiest way to do this is to use a third-party app like Twitch or MultiMC. It makes it very easy to create a Profile, install Forge and mods. The app keeps everything in separate folders to avoid conflicts.

Just keep in mind that multiple folders works for 1.12.2 and under with Forge, not 1.13+ with either Forge, Rift or Fabric modloaders. If you want to have separate folders do so to separate mods. If you want to separate them and have them loaded inside the folder you'll have to use 1.12.2 Forge and prior versions for that to be possible. Otherwise Twitch or MultiMC make this much easier and more clean/manageable than the Vanilla/Mojang Launcher.
