When i was downloading some mods i seen that they are for minecraft 1.12 but are compatible with minecraft 1.14 but when i install them mods and try to start the game it says they are for an older version and cannot be loaded. Do i just change the name of the .jar from ******1.12.2.jar to ******1.14.4.jar? <-- just tried that, did not work.

If i'm not able to then what popular mods are for 1.14.4? I miss having a whole bunch of mods.
Are you just confused between mods for 1.14? Are you downloading the 1.14 version over the 1.12 one when you should be the 1.12 only it's just lower down like with image two?
If not then read on for mod repost site bit and about mods being only for 'that' version unless in certain cases.
If just a conflict with 1.12 and 1.14 mods read the red text onwards.
Mod Reposts/Versions:
First of all, if they say they are for 1.14 and your getting 1.12.2 are you getting them from Mod Repost sites? Second, any mods for any version are for 'that' version specifically. Unless it's the same as the 1.9.4 to 1.10.2 (or 1.10 to 1.10.2) or 1.11 to 1.11.2 or 1.12 to 1.12.2 like support it isn't possible that 1.12.2 will support 1.14 at all as 1.13+ Forge is vastly different, even 1.13 Vanilla is vastly different so they wouldn't work.
Get mods from Curseforge or PlanetMinecraft if they are from mod repost sites and tricking you with versions, these 2 sites I mentioned are safe, don't have malware in the files and don't trick you with the version they are for just to get you to click on their site to download mods like your 9minecraft, Minecraftmods and more types here: https://github.com/StopModReposts/Illegal-Mod-Sites/blob/master/SITES.md. And there are hundreds.
If not from mod repost sites tricking you with the versions and are just trying to work out a conflict then read below:
Otherwise if you do have 'appropriate' mods for 1.12.2 or 1.14.4 then just separate them by folders like this (referencing image 1). Just remember that 1.12.2 and below you can run mods inside another folder inside the mods folder, in 1.13+ of Forge and with modloaders like Rift & Fabric you can't and would only be separating mods so they don't conflict. So I can run my 1.12.2 mods with no problem once I select my 1.12.2 Forge profile for the Vanilla Launcher no problem. Or you could just get MultiMC or Twitch and make mod version profiles easier and less of a conflict every time.
I see, well it's best to check a source like Curseforge or a developer's website if they are accurate or not. Many of these mods may be (I've heard of many but don't know if they all are and some may just be for 1.12.2 still), but I do have my Forum Thread listing all that have appeared for Forge 1.14+ and Fabric 1.14 snapshot to 1.15 snapshot 19w40a so if it isn't listed it isn't likely compatible. But I mostly list Curseforge (or Github if Fabric mods and posted on in the Fabric Discord before they appear on Curseforge) mods rather than ones by developers or those on PlanetMinecraft so not 'everything' will be listed only a fair amount of them.

I downloaded some mods from there and the site said they are compatible with the newest version but i guess they aren't..
Modded MC Rule #1: Mods version MUST match Forge version MUST match MC version.
If a mod is made for 1.14, then you have to use Forge and MC 1.14. This is true for any version.
There is NO compatibility between major MC versions.
