So I downloaded a mod called elemental creepers and I tried to use the command /give redcloud64669 4096 and I got the fire elemental creeper instead of the one I wanted, which is the the spring creeper. the fire creeper id is 4096 and the spring creeper also had the same id but the spring creepers id looked like this: 4096:22 so I typed in /give redcloud64669 4096:22 instead. and I still didnt get the spring creeper. UGGG
The former is for 1.12.2 and earlier while the latter is for 1.13 and later, so if you are on 1.12.2 or earlier you want to use
/give @p 4096 1 22
For 1.13 or later you'd have to use an NBT tag to set the data/damage/whatever they call it (I'm guessing you are on a much older version though since you are using a numerical ID for the spawn egg item, which suggests 1.7.10 or earlier).

Depending on the version you need to use either
/give player item amount data
or
/give player item{NBT} count
