So I have heard that Forge is the best to use, yet Forge seems to be a scam. Chrome blocked it because it supposedly distributes malicious software. What should i use that isn't going to give me viruses and i can enjoy mods?
Forge isn't malicious. Chrome sometimes still blocks it because, as one of the Forge team members said, "Forge hasn’t paid an obscene amount of money to be whitelisted [by Chrome]." If you're still skeptical, Forge is completely open-source and the entirety of its code can be found here. If you turn off SafeBrowsing in Chrome, it will allow you to download it. There may also be some sort of "save anyway, I understand the risks" button that you can click on to save the installer, depending on what browser you are using. Forge has already been used by millions of players for years, it is safe. Just be sure to download it only from their official downloads page, nowhere else.
You are going to need to install Forge before you can start thinking about what mods to download, as 95% of mods require it to run. Once you install Forge, however, you can find lots of mods on these forums and on CurseForge. Every file uploaded to Curse is scanned and approved by one of their staff members before people are allowed to download it, so you don't have to worry about downloading anything sketchy. I would highly recommend not downloading mods from a lot of other places besides those two websites, as mod repost sites such as 9minecraft frequently distribute outdated, buggy versions of mods as well as malicious software, unlike Curse. Most Forge mods are currently being updated to 1.13.2 right now, but you will have a lot more choice when it comes to 1.12.2 mods. I know another niche modloader called Rift has been out for 1.13.2 for a while and has a few mods for it though.
