Forge should be out for 1.13.2 quite soon. It would have been released a while ago, but the Forge developers are taking this time to rewrite bits of Forge and removing extremely old legacy code from it before its "official" release.
If you want modding for 1.13/1.13.2 try Rift, or want mod like aspects without modding the game try datapacks, but otherwise Forge is coming soon for either 1.13 or 1.13.2, 1.13 as a release did require them to do a lot to work with the 1.13 changes after all and if they wanted to deal with legacy code even more so reason for why they would want to make sure Forge is suitable I'd say.

Optifine for 1.13.2 works... What did you try to get it working with 1.13.2? I had no issues with E4, but did E5 of 1.13.2 Optifine versions.
