Hmm... What Launcher are you using, Standard/Vanilla, MultiMC or some other one?
Did you happen to setup your Minecraft environment differently like not all with it in your C:drive or something, like say the stuff that has to stay there does but you have other parts of it in say Documents or another location like a Games folder maybe? I'm just thinking about the possibilities that's all. Even though I think Forge can still go to the correct location usually.
Any screenshots you could put to make this clear of your Minecraft setup and the Forge.jar file your trying to use would help, maybe even the version/update of Java you have could make it easier to narrow down. I can't say much about the Minecraft_server file though. I can only sort of consider what a client/individual situation would be like (even if the Minecraft_server file would fit for any world loading situation I'd assume but just thinking out loud).
I can only go off of certain things based on what you have said after all. So I'd need a bit of evidence to make it easier to understand compared to those that know more than I do.

Fair enough, must have been a setting/struggle or some connection issue, but if it works through PowerShell well enough then maybe its best to go through with it that way. I'm not sure really what could have been the cause.

Does anyone have suggestions? The minecraft_server file runs, but when I click on Forge.jar file nothing happens. Don't have a mods folder.

Not really sure what the issue was, but I can just run the jar file through powershell and it runs fine. I'm just going to do this from now on.
