Pretty sure he means one of the deep-sea diving suits:

Minimum size for armour textures is in 64 by 32, 64 width and 32 height. If you want to have a detailed armour then you have to double the numbers to 128 by 64.

That's correct though layer 2 must have the same dimensions as layer 1, so if layer 1 is 64 by 32, layer 2 has to also be 64 by 32 , all items must be 16 by 16 so the items of the armor is no different. "item Textures must look like this (4x 16x16 )"? Where does the value "4" applies to?
