I'm not sure if this will do exactly what you're looking for as the solution probably depends on the context, but I just found the Project Red mod a few days ago and i'm loving it. It has a ton of different single block logic gates that you could probably find some solution from. It also lets you run isolated wires that don't merge even when they're next to other wires (as long as they're different colors), and it lets you combine these isolated wires into one square while still isolating the signals based on color.

The bundled cable should work for up to 16 different redstone signals, also mfr rednet, and ender io insulated redstone conduit also have basicly the same functionality.
its not what im after. im after a block that allows me to open up a gui then select from one of three levers to switch that then sends a signal to the specified cable. im not after a way to turn a bunch of things on at the same time

Rednet controller can do that also a computer or turtle from computer craft. Not sure of any other block that can do that.
Well, there's the Redstone thingies in MineFactory Reloaded (but that's a almost-full tech mod..).
If you want to use ProjectRed, then combo it with ProjectBlue. It has special panels that take the size of 1 block and allow you to set up to 16 input/outputs using bundled cables
does anyone know of a smallish mod that adds in a way to individually control 3 or so redstone signals from a single block

yeah i have that mod, its bloody great ae! unfortunately i havent been able to work it to do what im after
