Currently, Minecraft now downloads with its own small isolated version of Java which negates the need to install the standard Java software on your own. However, Forge by default still requires a standard Java installation.
This is possible according to the Forge coders over at minecraftforge.net but they won't provide assistance on the subject.

Far as I know it pretty much uses the same JRE as a standard installation provides, just in their own directory. You could, theoretically, open the Forge installer up using Mojang's java.exe / javaw.exe executables, and it, theoretically, should work. Or, you could use the Windows installer which negates the need for an Oracle Java installation (pretty sure this uses a similar method as Mojang used).
