So I have a question. can forge 1.7.10 work with 1.8? I really want the Not Enough Items mod. It needs forge yet it's compatible for 1.8... but forge isnt so it isn't... so it is... so it isn't...

Just saying, how exactly are you determining mods are compatible with 1.8? No mods are ever compatible with major version changes (1.7 > 1.8 is an example of a major version change), minor version changes are another story (1.6.2 > 1.6.4 is an example of a minor version change), generally minor version changes also make mods incompatible with the latest update, but there are a few that don't (1.6.2 and 1.6.4 are generally forwards compatible, 1.6.2 mods work on 1.6.4 Minecraft, but AFAIK not the reverse).
The 1.8 update changed a lot in how the game renders stuff behind the scenes, the existing rendering engine has been completely rewritten. Any mods that add custom rendering (which NEI does) will need to be updated to 1.8 to work, and as you said, in order to do so Forge needs to be updated, which chances are it won't until at least December, and that's being optimistic. So the answer to your actual question is of course no, Forge for 1.7.10 will not work for 1.8.
Be patient, stick to 1.7.10 until Forge is stable enough for mods to update, and even then be patient because chances are mods will take a little while to update to 1.8.

Not Enough Items not only requires Forge, but CodeChickenCore as well. You'll likely have to wait awhile before all of that gets updated. However, there is a mod called Too Many Items, which is very similar to NEI, and you can install it directly to 1.8 without Forge (See Spoiler for link). Make sure to backup your MC files before installing, just in case.
I've noticed that quite a bit.. googling for '1.8 Mods' & we get many results for mods that CLAIM to work with 1.8 (example) - however, as said, 'you need forge'.. which isn't out - or they don't actually have a 1.8 mod link
IMHO, I believe many sites advertise that they have 1.8 mods just so that they get people to visit their site - whether it's for financial gain (they may get commissions for pop-up/flash ads displayed etc) or some other reason I have no idea
The best bet IMHO is - keep an eye on Forge download page. Once it has downloads for 1.8 THEN the mods will start appearing
Both of which are loaded with their own installers. I installed Fast Building first, which creates its own profile, then loaded the game to make sure it worded, then I installed Too Many Items by using its installer to copy the modded 1.8 Fast Building profile as its base. Both mods work fine as far as I can tell. No bugs yet.
