I recently downloaded the Shaders Mod core for Minecraft 1.7.10 and Forge 10.13.0.1179. I have tried to install MrMeep_x3's shaders v04.0 RC4 and SEUS shaders (I forgot which version sorry). I have the correct version of Forge (10.13.0.1179) and 3 other mods: Archimedes' Ships, Optifine, and DecoCraft, and all three of them are working fine, but when I try to use a shaderpack, it just appears as the default Minecraft shader.
Maybe you didn't install the shaders correctly. Maybe one of the mods you installed (not optifine) is not compatible with shaders. Maybe try watching a tutorial. Hope this helped. Good luck!

It's already been stated it's because he's using a Mac. Most high-end shaders don't work on Macs, namely because (as already stated, again) Macs mostly use Intel iGPUs (integrated GPUs, a portion of the CPU which "acts" as a simple GPU to allow the computer to at least output graphics, any iGPU is bad for gaming or intensive operations (so video editing, streaming, rendering, etc), but Intel are notoriously bad for that), but also because Apple screwed up their OpenGL implementation and it simply doesn't work properly.

yea, I tried downloading it also and it didn't work along with all the other shaders mods I tried to download. so afr the only mods that actually work are the pixelmon mod and the optifine mod. but are you aware of and working shaders mods?
