I have been noticing i have about 33 mods and so far i havent encountered 1 ID conflict error
I have never touched the Configuration folder and its unbelievable

To be more accurate, Minecraft and FML handle blocks and items id internally, making configuration for them obsolete.
Any other ids aren't handled (yet?). Such as Enchantments, Biomes...
Entities are handled by Forge since the longest time (at least 1.4.2, i think). Each mod can use its own range of ids handled by Forge.
Except that some mod authors think they have rights over minecraft internal ids...or are too lazy to change.

I don't think it'd be possible to have Forge mods without Forge. I think you misunderstood what it meant.
I think what it meant was that say a server uses Forge to install server-side mods (mods that don't need to be installed on the client), like a replacement for Bukkit, then clients do not need Forge to connect to the server.
If a mod adds custom blocks, items, entities, etc, then it needs to be installed on the client as the client will need to be told how to handle the rendering and everything else it needs to handle.

If 1.7.X doesn't have ID conflicts...then explain why on 1.7.10 I cannot use two mods together (The two mods are Kingdom Keys Mod and Instant Massive Structures mod) and am always getting an error report.

1.7.X doesn't use ID numbers.
*except for crashes such as rendering item but yeah*

The changes are mostly WIP, items and blocks AFAIK still use IDs behind-the-scenes, but they are automatically assigned to them.
