Each build can have subtle shifts in the locations of code in individual files that can completely flummox a mod. This game was not made with modders in mind, but Mojang always turned a blind-yet-knowing eye to people tinkering with the inner workings in order to alter the game in ways Mojang might not have thought of or had chosen not to. In more recent history, the developers have partnered with one of the major modding groups (Bukkit) in order to bring official support for modding to the game. ARE YOU PAYING ATTENTION, TRIPLE-A GAME STUDIOS? This is 2012, it is absurd that there are games that cannot be modded as far as singleplayer play or even consentual multiplayer servers (by which I mean server-side support for modification of the base multiplayer experience).
Updates to mods come at the pace of whatever the individual modder choses, and often times they can't update until some other tool they rely on updates. That can happen within hours of a game update, sometimes it takes days. Many modders choose to NOT update for the snapshots, instead opting to wait for the regular releases. SinglePlayerCommands and TooManyItems are almost always first out of the gate with updates to their respective mods after new game builds are released. Modders also often have internal updates to their own mods, so something else to be aware of when looking to mod your game. Cheers.
Some mods, yes. It depends on what code they use. Approximately 5% of 1.2.5 mods could/could've been used in 1.3.1 (mine for example), because their code wasn't changed in the update.

It might work if the versions aren't very diferent. Like 1.11 to 1.11.2 or maybe even 1.11.2 to 1.12. Open the mod jar file with WinRAR (or other software like that) and in the file mcmod.info (or any name.info) change "mcversion": "x" to the version you want.
I'm trying to get chisel and bits working for 1.14.3. I did what you said but it still says its outdated. I was think it had something to do with version that is above mcversion but idk.

Chisel and Bits isn't 1.14+ supported yet, you can't just make it work that easily with an mcversion from 1.12.2 to 1.13.2 or 1.14.4 that's not how it works, a lot more is involved and developers are aware of the 1.12.2 to 1.13.2/1.14+ Forge changes so just wait until they update it and adjust to the new changes Forge 1.13.2+ has.
In short, the developer hasn't updated it to Forge 1.13 or 1.14 versions and you just have to wait for it, stay on 1.12.2 until it is ready, or use another mod like it or can do similar things in 1.14 like if it's just building you could use Litematica or a few other mods but there is no Chisel and Bits like or Multipart mods for 1.14 yet and I know since I do mod update listings daily on a forum thread for Fabric and Forge.
I just checked for any mod repost sites that are 'claiming' it's for 1.14 versions and this one popped up so I assume you downloaded it from here and it didn't work? Just guessing? That or you have a 1.12.2 one from curseforge or somewhere else and just wanted to change the mcversion wish of course won't work like I said above.
