I think your error is that you have to extract the file in the .rar archive not the .rar archive itself.

if i behave weird in my post; it's not that i am weird actually. I like to pretend being weird just for the satisfaction of me and to make the community feel more normal. herpy herpy derp. btw, comic sans.
That should work.
You should be dropping the map folder in the saves folder, and the map folder should be filled with lots of stuff.
So, for a world called World 1-1,
you would drop the folder called World 1-1 into the saves folder while minecraft is NOT open,
then start minecraft.

I play a lot on OniCraft, with several of my friends. We really like to build industrious semi-vanilla cities, make them reach a point of near self-sustenance, and then sacrifice the profited items to the Gods.
That might not be the case, check inside the folder. If there is a level.dat and other stuff, then go back to the previous folder, then drag the World 1-1 into the saves folder.
Here's some stuff to try. Please +1 this post if it assisted you.
Stuff to keep in mind:
People normally make map downloads in either a .zip archive or a .rar archive. Inside of the respective archive is an unzipped, uncompressed folder which usually contains the regular world-save folder content. HOWEVER, sometimes the actual map folder is in a different path inside of the archive, se keep that in mind.
Stuff to try:
Method A for a .zip archive:
• Open the .zip without extracting it to see where the actual map folder is located.
• Extract the .zip file to wherever, and find the unzipped map folder. Copy that folder to .minecraft/saves.
Method B for .rar (need archiver like WinRAR or 7zip):
• Right-click the downloaded .rar and open it with your archiver. (I use WinRAR)
• Find the uncompressed map folder.
• Behind WinRAR, open a Windows Explorer tab with .minecraft/saves open.
• In WinRAR, drag and drop the uncompressed map folder into the Windows Explorer /saves tab.
Try these out, see if they work. Don't forget to +1 me!

1. Is it a normal folder?
a. If it is a .zip, open it and a folder should be in there.
b. If it is a .rar, open it with WinRAR or 7Zip and a folder should be there.
2. Does the Map and Minecraft versions' match?
