I see people making all these mods and would like to know how its done and if its free, and if so where can I get what ever you use to mod and how I can get started.

If you are brand new to modding, Then it should take you a few months to learn how to mod, Then maybe a week or 2 in order to make the a mod.
There are a few guides scatered throughout this section. I believe a few are linked in the Guides and Resources topic, although I'm not completely sure since i've never looked.
Now, now.. there's no reason to have such an elitist attidude here. (Especially since you're pretty new yourself..)
New modders are always welcomed as long as they're dedicated.
@OP: I'm sure you'll get some help eventually. Until then, you should read up on java.

There are plenty of online guides to Javascripts to newcomers and if your really dedicated, there are plenty of Javascript books in your local library.
While a lot of people saying 'SERCH MOAR' may seem like a jerkish thing to say, it's true. You really need to learn to do a LOT of searching if you're going to make mods. As you may have already guessed, this isn't The Elder Scrolls, and modding won't be made easy. Constant searching of these forums and google will be NECESSARY if you want to actually make mods. You'll run into a lot of problems (x8 if you don't know Java, which I'm assuming is the case) and you can't come to this forum every problem you have.

Morrowind, Oblivion, Starcraft, Garrys Mod, Half-Life (And thus TF2, Portal, ectectect), ect.
Modability isn't just a word I made up, it's the line between Minecraft being a fad and a cult classic.
i also wish to learn modding. i purchased a sam's learn java in 24 hours, and have been working through the examples in those books with netbeans. i also keep a close eye on the latest version of the MCP, and read any guides i can find, but so far i'm still not quite ready to try making my own mod.

Sure you are. I recommend going to viewtopic.php?f=25&t=103030 and doing one of the straight examples. Then as you go through the java book you'll start to understand what you were doing and why, as well as have a small understanding of what you are actually working with.
