There are quite a few map and inventory editors available for Minecraft now. That's great and I appreciate all the work that went into them. However I find there's a lot of functionality missing from their collective capabilities. Here's one that I think would really alter the game significantly and be wonderful to have. If anyone knows of an editor that has these capabilities, great! Let me know about it please! If not then I submit this to the pool of Mod authors in hopes that someone will find it an attractive idea.
Terrain modification focused map editor concept:
This editor would present a view of the world that you select as a grayscale, overhead map view image initially. With the level of gray corresponding to the height of the terrain at that point. A stroke would be applied at the water level ( 63 ) to suggest the coastline without obscuring the subaquatic terrrain.
In this mode you would have variable diameter and hardness brushes that act as BURN and DODGE tools. Burning would darken the terrain and dodging would lighten it. This would allow the user to sculpt mountains and carve valleys or amplify or diminish those that are already there. Variable diameters and hardnesses would allow for the carving of fine details or the creation of smoothly varying hills.
Once the changes have been made to the terrain's surface however much remains to be done. All the subterrainian mass has to be handled. This would likely be does by taking the existing blocks and scaling them and their constituent makeup to the new height. LIke so...

Note that ores are not scaled. This is just a broad idea and I'm sure that someone will have a more complete and better implementation.
Another functionof the tool could be Biome painting mode where you could select a biome brush and paint an area as desert and when your changes are finished and confirmed the recalculation would alter the surface blocks, vegetation etc to match that biome type.
This tool would not need to be an individual block editor, as there are very good applications available for that, although it could have those features.
I can think of other, more detailed features, but before I steal China's wall for my post I'll stop. What do you think of this idea?
