I just wanna suggest adding some commans like:
/spawn - Teleport player to spawn pint (can be useful)
/setjail - sets jail position
/jail [nick] - sends player to jail position
/me [text] - action text.
/pm [nick] [text] - send a private message to user
/adminbreak [on/off] - break solid blocks for ops
/sw [text] - sets welcome message
/rusles [nick] - shows rules to player (rules.txt)
i don't know is all of this possible but its just an idea...

Also yeah, I'd rather see this be minimal and have people add features they want (kinda like cMss and all of the mods for it). That way it doesn't get cluttered up too much.

So I'm going to explain this. At level 51-100, when you become a trusted user, you gain the /user command. That command allows you to change the rank of others.
Now, you can only set a rank of someone else to a maximum of [yours] - 50. So take a look at that, a rank 70 can only /user someone to a maximum of 20, making them a User, granting them build rights outside a guest area. Same goes for the other ranks, admins cannot make an admin, only a Trusted OP. OPs cannot make an OP, only Trusted Users. Elites can only make Admins, but rank 255 (owner elite) can make any rank he likes.
Trusted users, BTW, are only there to promote Guests to Users (granting them outside-guest-area build rights), and to keep an eye on them (then can set them back to 0). They also have /tp.

One like dfc had before he bailed, were guests can only build in a specific area, and cannot build outside of that area.
