If not, how can I reduce sound size for .ogg files without losing quality? Sound files seem to increase the file size of mods tenfold.

it is possible, but you'll need external libraries for decoding other audio file types than OGG.
Any examples of mods that do this? Source code would also be useful.
Here's an example: the "Better Records Mod", but i didn't find their source code. Basically Minecraft/Forge can't handle any other audio format than OGG, so you'll need to either convert your files to OGG or have external sound libraries that are able to play non-OGG audio files.

I found the source code for that mod.

It appears to call for some external libraries for MP3s and such.
That's what I meant. Maybe you could try to load the mod into your workspace and do some reverse engineering?
