In Forge, you keep base edits (IE editing Minecraft's code) to a minimum. The Forge instructions are more like this for 1.7.2 (I'm too lazy to write them down so watch this):

I can't run cmd in the file which contain the forge src(because there's no "Open command window here" option)
I wouldn't reccomend it. Another, relatively short way is this: Open up the Command Prompt from the start menu. Then, get the forge directory and select the path, leaving out the part "C:\\Users\YOURNAME\". For example:
My Forge directory is in C:\\Users\REDACTED\Desktop\forge\1.7. To get there, I open the command prompt and type this (Case sensitive):
cd Desktop\forge\1.7
Then, I run 'gradlew setupDecompWorkspace' to set it all up.
