Since creeper doesn't specify it, just go back the class inheritance tree until you find a class that does. EntityCreeper comes from EntityMob (nope), from EntityCreature (nope), and then from EntityLiving which has moveSpeed = 0.7F; in its constructor.

You saw how they did it for Zombies, and yet you can't figure out how to do it for Creepers... Something tells me you need to learn Java.
Hint: There's a line for Zombies that changes the speed, you could add a line for Creepers to do the same.
