Seems like a good idea to me. You could have the ocean floor made of just cobblestone (But with caves and stuff). The player could start out in a glass house. In order to substitute for wood, stone sticks and stone crafting tables could be added.

Thanks for the idea, i could possibly make it a gamemode option for hardcore players. But as it is, wood can be found from shipwrecks and players can setup tree farms
