With versions differing on how many are made/how much support exists when skipping versions it's hard to tell. With 1.12.2 being bigger than 1.7.10 for popularity and mod creation I think (going off curseforge page numbers per version) I'd assume maybe the largest packs are there but as 1.7.10 is better to support as 1.12.2 requires more RAM and 1.7.10 I'd say many there might be best to look for the biggest and best packs.
Obviously mod conflicts happen so it is tough to make the biggest and most stable from how many your computer can handle and no mod conflicts happening at all.

In general the best packs have a small amount of mods that really balance each other.

How do people have the patience to load so many mods? I only have 22 mods installed and it takes about 3 minutes to load.
Though, I'm using a hard drive, so that might be it.
