Yeah, currently we are running Snapshot 17w06a, so ... no mods at all. I'm looking at it as an exercise in, "Oh yeah, Vanilla you can still do this thing (night-sight potions in this case), you just have to do your homework or use a command block."
As far as Vision Underwater, look at using OptiFine which can clear the water for you, then GammaBright to brighten it. GammaBright does NOT do anything about underwater "fog", it just makes "bright fog".
As Romaq said, Gammabright does not affect underwater fog -- it literally just changes the gamma setting that the vanilla "Brightness" slider does, only to insane levels.

It seems that this mod only toggles my brightness settings which I can already do without this mod, am I doing something wrong or is that all the mod does?
I'm guessing by "toggling your brightness settings," you mean that you have the normal brightness slider set to one thing, and pressing "G" makes it normal light level?
That alone is nothing more than toggling the mod on and off -- the real purpose of the mod is when you use the arrow keys to adjust the brightness far beyond the built in vanilla limits of brightness. For a demonstration, press "G," hold the right arrow for a bit, then venture into an unlit cave. You could also sit in your lit house and press the left arrow for a bit to make it a little spookier.

No that's not what I'm facing. You see, it seems that my GammaBright settings (Like pressing the arrow keys) are only going up to 100% any higher will no longer brighten the screen and just stay at 100%. So even if the settings are at max (1500%) It will only appear to be at 100%
Where are you when you try this? In my experience, it'll only be the most extreme areas that the max is really useful, and I know a few versions ago they seem to have changed something that makes the transition to full bright more abrupt. There's really not much I can do on my end :/

I started fiddling with it and it seems that is actually my texture pack that is not causing GammaBright to reach it's full potential. Do you have any info that can help me use my pack along with GammaBright?

Gammabright might not work properly if your texture pack includes a lightmap. You can delete the mcpatcher lightmap and then gammabright will work like it should.

You have to "hack" the "mcversion" number. I did that, and it works for me.
Add .zip to the end of .litemod so you can use it as a normal .zip file, then unzip it (or edit internally if you have a good compression program). There is a litemod.json file at the top level. Change "mcversion": "1.12.r1" to "mcversion": "1.12.r2", rezip, make it .litemod again, and it should work fine.
Nope. Forge doesn't have the same API (programming hooks) at all,so Forge will ignore this mod completely. Many people do run both LiteLoader and forge together, though.

You are probably using either a resourcepack or a mod that messes with the lightmap. Gammabright doesn't work that well with custom lightmaps because it just changes the brightness setting.

http://www.minecraftforum.net/forums/mapping-and-modding-java-edition/minecraft-mods/1290155-liteloader?comment=5865 has a bit more information. mod_worldeditcui_1.12.1_00_lite_mc1.12.1.litemod (the WorldEdit CUI mod) works in either, and it makes a good template if you need help. I renamed my GammaBright version mod-gammabright-3.7-mc1.12.r2-hack.litemod so when an update is pushed out, I'll know which one is the one I "hacked" to replace it.
Making mcversion "1.12.r2" by the way, means you can still use it with 1.12.1 if you wish.
